BMS turns a tender package into a requirement inventory, checks each requirement against your company facts, links every claim you make to a document that proves it, and records who decided to bid and why. It prepares and validates the submission package. It does not submit — that happens on the government portal, by your team, as it always has.
What it does
It reads the tender so nothing is missed.
PDFs, scanned PDFs, DOCX, XLSX, images and the complex tables inside them, decomposed into a requirement inventory with each item typed, marked mandatory or not, and traced back to the clause it came from. A corrigendum creates a new version rather than overwriting one: deadlines are superseded, never deleted, and the requirements it touched are re-checked.
It answers "do we qualify" with arithmetic, not judgement.
Turnover floors, experience thresholds, dates, certifications — each requirement is evaluated against your company master and returns pass, fail, conditional or review, per requirement and overall. Where a value cannot be computed it says so and asks a person instead of guessing. A close semantic match never overrides a numeric threshold.
Every claim points at the document that proves it.
Credentials, work orders, financials and CVs live as evidence objects with validity dates and verification status. A claim in your proposal is marked supported, partially supported, unsupported, contradicted or not verifiable, and only a supported claim — or one a named person authorised — goes into the bid.
Policy findings arrive with the provision attached.
Findings cite the rule, its version and its effective date, and read "consistent" or "inconsistent with" rather than passing legal judgement. Every retrieval carries a trust tier, so you can see whether an answer came from the tender itself, a gazette, an official manual or an external reference before you rely on it.

Tenant isolation is enforced at the database rather than in the application. Original tender documents are hashed and immutable, and superseded versions are preserved rather than replaced. Every consequential decision records the identity of the person who made it. AI output is never itself a decision: confidence is metadata, and the compliance path never runs on bare vector search.
